  • California law requires all public school employers to secure criminal background clearance for each new employee/assembly presenter. It is prohibited for different agencies to share confidential fingerprint results with each other. The information provided by the Department of Justice to each employer regarding your previous criminal history information is confidential. As a result, this information may not be shared between employers AND therefore, each new employer must obtain clearance.

For Employment/ Volunteer Work

 

Please contact the MCOE Personnel Department for the Request for LiveScan form and instructions. Employees must have fingerprint clearance on file prior to the first day of employment.

 

The California Education Code §44340 & 44341 require that all individuals who seek to obtain California credentials, certificates, permits, and waivers issued by the California Commission on Teacher Credentialing (CTC) receive fingerprint clearance from the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI) through the Commission. Individuals who have received fingerprint clearance through other California agencies, employers, other states or government agencies are not exempt from this process.

 

Applicants must be fingerprinted for the CTC prior to admission in a college or university credentialing program and have a current Certificate of Compliance on file with the CTC.

Applicants for an initial permit that does not involve a formal program, i.e., 30-Day Emergency Substitute Teacher Permit or the various Child Development Permits, must Livescan for the CTC and include a copy of their Request for Livescan (form ORI: A0281) in the application packet.

 

CTC Request for Live Scan

 

All K-12 public school districts have formed a Substitute Teacher Fingerprint consortium resulting in a single fingerprint (Criminal Background) clearance for Substitute teachers registered on the Marin Count Substitute Teacher List. This single clearance is the umbrella for subbing in public schools in the County. Please refer to the MCOE Substitutes web page for detailed information including the Substitute Request for LiveScan.

The California Attorney General’s Office provides an up-to-date listing of agencies by county performing LiveScan Criminal Background clearances. The list includes the location, days and hours of service, “rolling fee” costs, payment options, and phone numbers to schedule an appointment.

For Assembly Presenters

 

The Marin County school districts have joined together by interagency agreement, designating the Marin County Office of Education to act on their behalf to maintain a common list of assembly presenters.

Instructions for Assembly Presenters

 

In addition to the "rolling" fee (the fee charged by the agency to "roll" your fingerprints, the Department of Justice charges an additional fee (typically $32 to $56) to process your fingerprint information for a first time credential/permit holder and/or an applicant to the Marin County Substitute Teacher list.

 

For example: A teacher, new to the profession, will typically pay

 

1. $100 Credential application fee to the CTC for a mail-in application.

 

2. $69 ($20 rolling fee (variable) + $32 state clearance + $17 FBI clearance) paid at the time of the Live Scan for Criminal Background clearance, which is automatically reported to the CCTC; retain one copy of NCR form to mail in with your initial application to CCTC

 

A teacher registering as a Marin County Substitute teacher will typically pay:

 

1. $69 ($20 rolling fee (variable) paid at the time of the LiveScan for Criminal Background clearance, which is automatically reported to the Marin County Office of Education

 

A teacher both NEW to the profession AND registering as a SUBSTITUTE teacher will typically pay: $176 or $178 (all of the above)

 

Applicants are reminded to bring identification to their appointments. For example: a driver's license and Social Security number, OR current or expired passport, OR birth certificate with a picture ID. Present three copies of the appropriate Request for Livescan form to the Livescan operator.

If you are a California Credential holder applying to Substitute Teach in Marin County: Fingerprint for MCOE using form A0572

 

If you are non-credentialed, enrolled in an approved credentialing program having LiveScanned for the CTC for your Certificate of Clearance and applying for your initial CTC 30-Day Emergency Substitute Permit with the assistance of the MCOE Credentials Department: Fingerprint only for MCOE using form A0572

 

If you are non-credentialed, not enrolled in an approved credentialing program and applying for your initial CTC 30-Day Emergency Substitute Permit with the assistance of the MCOE

 

Credentials Department: Fingerprint for both MCOE using form A0572 and CTC as a first time credential applicant using form A0281

 

Print both forms coded A0572 and A0281 AND be sure to request two consecutive appointments.
