2021-22 First Interim Budget Reports

2021-22 First Interim Budget reports are due to the COE on or before December 15, 2021.  Our review will culminate in letters addressed to your Board Presidents. We will provide draft copies of the letter for your review prior to the January 15, 2022 mailing deadline.

2021-22 Enrollment

Enrollment and unduplicated pupil count data must be certified in CALPADS Fall 1 Certification due December 17, 2021. The Fall 1 certification includes total enrollment as well as the pupil counts for high needs students (low income, English Learners and Foster Youth) that drive supplemental and concentration grant funding in the Local Control Funding Formula.

2021-22 Period 1 (P1) Reports of Attendance

The first period (P1) of attendance ends with the school month ending on or before December 15th. While P1 attendance (ADA) is not used to determine funding entitlements, it provides the first benchmark of changes in pupil attendance and is used to update cash flow on the principal apportionment.  This year's P1 report will be particularly important as it will be the first attendance reporting since 2019-20 and for most districts will indicate a decline in student enrollment and attendance.

Save the Date: School Funding Forum - January 20, 2022

Marin County Office of Education will be hosting the Annual School Funding Forum on Thursday, January 20, 2022 from 5:00 p.m. to 6:30 p.m. Michael Fine, Fiscal Crisis and Management Assistance Team (FCMAT) and Brooks Allen, Executive Director State Board of Education, will share their insights.  The Forum will be virtual via Zoom.

AB438 Significant Changes in Classified Layoff Process

On October 8, 2021, the Governor approved Assembly Bill (“AB”) 438.1 Effective January 1, 2022, Education Code section 45117 is amended to treat layoffs of permanent classified employees through essentially the same process that has long been used for layoffs of certificated employees. Our office will be conducting a workshop (“Layoffs 101”) on January 12, 2022, that will discuss the layoff and probationary non-reelection process for certificated employees and will also cover the new layoff process for classified employees. Our office will also be updating our “layoff packets” (which include instructions and model templates) to assist our clients in effectuating the new layoff process for classified employees.

Annual Development Fee Accounting

Reminder that Development Fee Accounting requirements must be met within 180 days after the last day of each fiscal year.  This year, 180 days after the last day of the fiscal year falls on Monday, December 27, 2021. As a result, it is recommend that Development Fee Accounting disclosure requirements be completed prior to any December holiday office closures. Existing Charter Schools Offering Independent Study Must Apply for Nonclassroom-Based Funding Determination by February 1, 2022

On November 9, 2021, the California Department of Education (“CDE”), Charter School Division, updated its Nonclassroom-Based Determination of Funding web page in light of the passage of Assembly Bill 98 and Section 75 of Senate Bill 820. The update included CDE’s Charter School Funding for Nonclassroom-Based Instruction for Fiscal Year 2021-22 letter, dated August 13, 2021 and Nonclassroom-Based Charter Schools Determination of Funding Request for the Fiscal Year 2021-22 letter, dated November 3, 2021.

2021 Governing Board Elections and Organizational Meetings and Frequently Asked Questions

Each school district and county office of education is required to hold an annual organizational meeting. In an election year, a school district organizational meeting must be held on a day within the fifteen (15) day period that commences with the date upon which a governing board member elected at that election takes office (the second Friday in December). In years in which no regular election for governing board members is conducted, the organizational meeting is held during that same fifteen day period. Exceptions to this rule are discussed below. This year, the date on which elected trustees will take office is December 10, 2021.
