2022-23 Adopted Budget and LCAP Review
We appreciate the rapid responses districts made to LCAP board clarification letters and were able to approve all LCAPs by the statutory deadline. Likewise, the rapid response to draft budget approval letters allowed us to mail approval of district budgets by the statutory deadline of September 15th.Affordable Care Act Reporting Training
The Internal Revenue Service (IRS) has not yet released the draft 2020 Affordable Care Act (ACA) reporting forms and instructions, nonetheless, it’s time to start preparing for ACA reporting. Training will be scheduled within the next month to provide an understanding of the process we use, go over the data collection spreadsheet, and timelines for preparation. If the final IRS ACA reporting forms have any material changes impacting the data collection, we will conduct follow-up training.
2021-2022 Unaudited Financials
We have completed our review and submission of each district's Unaudited actuals financial data for 2021-22 to the California Department of Education. Fully executed certifications were mailed to your board presidents and emailed to superintendents and business officials on October 17th.

Early Childhood Education
The Early Learning Institute for Elementary Leaders meets on October 20, 2022, from 8:00-11:30. They will be discussing Teacher-Child Interactions, Emergent Literacy and Early Math.
The Early Learning TK Network meets for their monthly session on October 25, 2022, from 3:00-4:30. This time is set up for TK staff to have a safe and supportive place to learn, play, share, grow, and talk with others who are experiencing the joys and struggles of the TK classroom. This month they will be exploring social and emotional learning in the TK classroom and participants will receive a classroom gift! TK staff who were unable to attend September’s meeting are invited to attend in October. They should express their interest through the registration link.
The Early Education Teaching Development (EETD) Reimbursement Program is accepting applications. Participants may apply for reimbursement of tuition and required textbooks. Eligible applicants include current and designated TK teachers, as well as district staff who are taking coursework to meet TK teacher requirements. The Fall Early Learning Summit took place on Saturday, October 15, 2022. Participants heard from their colleagues about how they support children's learning and cultivate engaging environments. The summit presenters included TK and Kindergarten teachers, and Program Administrators from early learning programs that promote Outdoor Classrooms, Play-based Learning, Anti-Bias environments, Multilingual learning, and more! Participants received the “Complimentary Curriculum Approach”.
The DRDP Data Exchange project is ongoing for its third and biggest year yet. We currently have over 20 preschool teachers meeting with over 40 TK and kindergarten teachers to share evidence-based data on children as they transition from one class to another. This year, families have been invited to attend these meetings as well and many have joined to connect with their child’s current and former teachers.
The ECE department is also offering ongoing professional development opportunities including Teaching Pyramid, 11 Simple Rules for Thriving Communities, Optimistic Leaders, Powerful Interactions, Trauma Responsive & Resilience Building, and Advancing Equity in Early Childhood Math. Next ILT
The Innovative Learning Team of Marin (ILT-M) is a collaborative working group of district instruction and curriculum administrators. The group comes together monthly at the Marin County Office of Education to discuss a host of current issues including, but not limited to, state and federal mandates, assessment, teaching, and learning initiatives. Equity is at the forefront of all planning.

Elevation 2 Transformation (E2T)
The Elevation 2 Transformation (E2T) seminar is the foundation (prerequisite) for all equity leadership development phases. In E2T, participants will engage in a 1-day seminar that will develop a foundation and provide tools for talking about race both interracially and intra-racially. Participants will engage in exercises to elevate personal racial consciousness, develop a deeper understanding of the impact of race, and gain clarity around the construct of whiteness and its role in sustaining systemic racism. Title IX Training
Part I: Online Learning Module: Title IX 2020 Updates Title IX has undergone many significant changes, all of which went into effect on August 14, 2020. The changes include a new federal definition of sexual harassment, the creation of a Title IX Team for each member with separate and district roles, an extensive grievance process, and mandatory training requirements, to name a few. The session will meet the training requirements established by the new rules and provide the foundational information a district will need to comply with the new requirements.
Part II: In-Person Title IX Training The session is designed as a follow-up for participants that have completed the online training module to provide the opportunity for Q & A, ensure understanding of Title IX definitions, and review complaint procedures and forms.

General counsel, Jennifer Nix, with School and College Legal Services, will present these virtual training sessions for school and district administrators.

Education for Homeless Youth - McKinney-Vento Act Updates
AB 27: Housing Questionnaire: Requires every LEA that receives funding from the American Rescue Plan Elementary and Secondary School Emergency Relief Fun to administer a housing questionnaire to identify all homeless and unaccompanied students. Commencing with the 2021-22 school year, LEAs must ensure the following:
- The questionnaire is provided annually to all parents or guardians of pupils and to all unaccompanied youths of the LEA;
- The questionnaire is available in paper form;
- The questionnaire includes an explanation of the rights and protections a student has as a homeless child or youth or as an unaccompanied youth; and
- The questionnaire must be made available in the primary language of the unaccompanied youth of the pupil’s parent or guardian pursuant to Education Code section 48985 or an appropriate translation of the housing questionnaire shall be provided upon request.

AB 1806: Partial Credit, Graduation Requirements, and Expulsion Recommendations
Partial Credit Issuance:
- If a homeless student moves during the middle of the semester, the student shall be issued partial credit for coursework completed.
- When partial credit is issued for a specific course, the student shall be enrolled in the same/equivalent course, so they may continue and complete the entire course.
- Prohibits requiring students to retake a course if it was satisfactorily completed.
- However, homeless students cannot be prevented from retaking a course in order to meet CSU or UC eligibility requirements.
- Prohibits requiring students to retake the portion of the course that they have already completed unless the student is reasonably able to complete the requirements in time to graduate from high school. (This determination shall be made in consultation with the student and his/her parent/guardian.)
Exemption from Graduation Requirements:
- Shall exempt a homeless student who transfers schools after completion of the second year of high school from any diploma requirement in excess of the statewide minimums, unless the LEA makes a finding that the student is reasonably able to complete the local educational agency’s graduation requirements in time to graduate from high school by the end of the pupil’s fourth year of high school.
Expulsion Recommendations:
- Requires LEAs to provide notice to the LEA’s liaison for homeless students at least 10 calendar days prior to a hearing when the decision to expel a homeless student is discretionary.
- Authorizes LEAs to provide notice to the LEA’s liaison for homeless students at least 10 calendar days prior to a hearing when the decision to expel a homeless student is
mandatory.
- Requires LEAs to invite the LEA’s liaison for homeless students to the individualized education program team meeting that makes a manifestation determination prior to the
expulsion of a student with exceptional needs and who is homeless.
Education for Foster Youth (FYSCP)
The Alliance for Children’s Rights’ Best Practices Guide is designed to help a district create a system and practice to consistently implement an education right for all their youth in foster care (e.g., a system to identify, calculate, and issue credits to all youth in care who earn them while attending school in the district). The Best Practices Guide covers the following topics: identifying and designating foster youth in local student information systems, collecting and analyzing local data for continuous improvement, improving school stability, immediate enrollment of youth in the least restrictive environment, partial credits, and AB 167/216 graduation. The Guide also includes tools and practice tips to help districts implement the recommended best practices, equity issues for districts to consider, trauma concerns to be addressed by districts, and highlights from participating Network districts that demonstrate the gains that have been made by following the recommendations.

The Virtual Workshop includes the following:
Understanding & Applying LGBTQ+ Promising Practices using Gender Neutral and Inclusive Language; Reviewing Terminology of LGBTQ+ Identities; Hearing a Parent’s Perspective on Raising a Transgender Child; Learning about Local Marin County Resources Available for Students and Families; Building Inclusive Environments for All Student Identities; and
Receiving Hands-On Guidance and Information to Support Advocacy and Active Allyship.
