2022-23 First Interim Budget Reports
2022-23 First Interim Budget reports are due to the COE on or before December 15, 2022. Our review will culminate in letters addressed to your Board and Board Presidents. We will provide draft copies of the letter for your review prior to the January 16, 2023 mailing deadline.
2022-23 Enrollment
Enrollment and unduplicated pupil count data must be certified in CALPADS Fall 1 Certification due December 16, 2022. The Fall 1 certification includes total enrollment as well as the pupil counts for high needs students (low income, English Learners and Foster Youth) that drive supplemental and concentration grant funding in the Local Control Funding Formula.
2021-22 P-1 Reports of Attendance
The first period (P1) of attendance ends with the school month ending on or before December 15th. While P1 attendance (ADA) is not used to determine funding entitlements, it provides the first benchmark of changes in pupil attendance and is used to update cash flow on the principal apportionment. Attendance reporting files must be certified no later than January 9, 2023.
Save the Date: School Funding Forum - January 19, 2023
Marin County Office of Education will be hosting our annual School Funding Forum on Thursday, January 19, 2023, from 5:00 p.m. to 6:30 p.m. in person at the MCOE. A zoom link will also be provided for those unable to attend in person. Michael Fine, Fiscal Crisis and Management Assistance Team (FCMAT) will share his insights.

Trauma Responsive & Resilience Building self-paced modules PreK-3rd grade Self-paced modules are offered in English and Spanish. These modules are available to staff working with children ages birth to eight years.

Early Learning TK Network - TK Teachers and Instructional Assistants are invited to join the TK Network. The next meeting is scheduled for January 24, at 3:00pm. Topics of conversation include: Playing to learn in TK…what does it look like, what does it support and how do you articulate it? Continuing conversations around playground & bathroom accessibilities. Guidelines around working with Teaching Assistants. Participants are also asked to share a science project inspired by a child or project.

LCAP Support
LCAP 101 is a two-part workshop for those that are new to LCAP development or need a
refresher. The first part is for practical nuts and bolts and the second part focuses on
experience from the field and developing an LCAP for your district.

SB 1100 - Disorderly Conduct in Meetings

Allows the presiding member (or designee) of a legislative body conducting a meeting to remove an individual for disrupting the meeting

Requires the removal to be preceded by a warning to the individual by the presiding member/designee of the legislative body

Defines "disrupting" for this purpose
Graduation
SB 532: Student Group Exemptions
-
Existing law requires LEAs to exempt certain student groups (Foster Youth, McKinney Vento students, former juvenile court students, children of military families, certain migratory children, certain newcomers) from all graduation requirements that are in addition to the state minimum requirements.
-
Requires LEAs to consult with the student and their legal guardian regarding the option to remain in school for a 5th year in order to complete all local graduation requirements.
-
Includes provisions for the acceptance of partial credits for transfer students.
AB 181: Graduation for Students with Disabilities
New graduation pathway for eligible students with disabilities:
-
LEAs must exempt Special Ed students from all coursework and other requirements adopted by the governing board in addition to the statewide coursework requirements and requires the LEA to award the student a diploma of graduation from high school.
Eligibility:

Must take the California Alternative Assessment for Grade 11
-
Must complete state standards-aligned coursework to meet the statewide coursework requirements specified in Ed. Code 51225.3
New IEP Procedural Requirements

Before a student starts Grade 10, the student's IEP team must determine and notify the parent/guardian of the student of whether the student may be eligible to graduate per this new exemption. Reference: Ed. Code 51225.31

Title IX Training with Dora Dome
Part I: Online Learning Module
Title IX has undergone many significant changes, all of which went into effect on August 14, 2020. The changes include a new federal definition of sexual harassment, the creation of a Title IX Team (each member with separate and district roles), an extensive grievance process, and mandatory training requirements, to name a few. The session will meet the training requirements established by the new rules and provide the foundational information a district will need to comply with the new requirements.
Part II: In-Person Title IX Training
The session is designed as a follow-up for participants that have completed the online training module to provide the opportunity for Q & A, ensure understanding of Title IX definitions, and review complaint procedures and forms.
After registering on Eventbrite, participants will receive another email from Epoch Education about your enrollment for the online learning module which participants will complete prior to attending the in-person training on January 31st. Registration cost $50.

2022 Dashboard Update and Resources
On December 1, the CDE began releasing the first (of two) private previews for LEAs. This first private preview includes the English Learner Progress Indicator, Graduation Rate, and Local Indicators. The assigned accountability coordinator should have received the log in credentials from “dashboard@cde.ca.gov” via email yesterday afternoon or this morning. The second preview will be released the week of December 5th and will include a preview of Academic Indicators, Chronic Absenteeism, and Suspension Rate.
