Education Workforce Housing at Oak Hill

The Marin County Office of Education is in partnership with the County of Marin to develop workforce housing known as the Oak Hill Apartments. The product of an executive order from Governor Gavin Newsom, the apartments will be situated on 8.5 acres in Larkspur.  Two co-located, 100% affordable housing developments will be developed on the site.

Governed by the Marin County Public Financing Authority, the Oak Hills development will consist of 135 rental units for middle income households earning 50-120% of annual median income, with 101 units occupied by educators and school support staff, and 24 units occupied by County of Marin employees. The project will be developed by Education Housing Partners, a local non-profit developer experienced with other Educator Workforce Housing projects. In addition,  Eden Housing will build 115 units for lower income individuals and families, addressing an urgent need in our community.

Why Workforce Housing Matters

A 2021 survey found more than 1,400 Marin County educators want access to affordable housing. Additionally, the survey showed that affordable housing would significantly improve the recruitment and retention of educators, especially people of color, younger folks, and classified employees. School districts throughout Marin County report that:

  • The high cost of living results in high turnover among young teachers
  • Many districts are facing a wave of retirements in the coming years
  • Classified employees often qualify for low or extremely low-income housing

The successful completion of Oak Hill Apartments aims to help address the high need for affordable workforce housing in Marin, support the diversification of Marin's education workforce, and create a model that other institutions can replicate.

Novato Unified School District Explores Workforce Housing

Novato Unified School District is exploring the development of education workforce housing. The district's Trustees and senior administration have formed a committee to lead the process, have completed a feasibility study, and are continuing into the development process. The district's careful process and thorough consideration of the opportunities are demonstrating how other districts in the county and region can pursue the development of education workforce housing.
