Universal Screener

Universal screening is a proactive approach to ensuring every learner receives the right support at the right time. By identifying potential reading difficulties early, educators can provide timely, targeted instruction and interventions that support continued growth in literacy. When needs are recognized early, schools can respond effectively, giving each child a stronger foundation for reading success.

Beginning in the 2025–2026 school year, California Education Code Section 53008 requires all local educational agencies (LEAs) to annually screen students in kindergarten through second grade to identify those at risk for reading difficulties. This statewide initiative is designed to promote early identification and intervention that improves literacy outcomes for all learners.
