Tobacco Use Prevention Education (TUPE)

The purpose of the state-funded Tobacco Use Prevention Education (TUPE) program is to reduce youth tobacco, cannabis, and nicotine use by empowering students in grades 6-12 to make healthful decisions through preventative instruction, intervention and cessation programs, and youth development related activities. The TUPE program aims to provide services such as:

Prevention education
School-based events for teachers and students
Tobacco and vaping education curricula
Student intervention support
Tobacco-free policy development for district and school sites
Tobacco-free signage provision to district and school sites
Ongoing technical assistance

Alternatives to suspension when a student is caught using or in the possession of tobacco, nicotine, or cannabis products, include:

Brief Intervention

Brief intervention (BI) is a short-term counseling intervention consisting of 2-4 sessions aimed at adolescents who use alcohol, tobacco/nicotine, or other drugs. This approach uses motivational interviewing, cognitive behavior therapy, and the stages of change model to meet the needs of adolescents.

Healthy Futures

Healthy Futures is an Alternative-to-Suspension program created by the Stanford REACH Lab. The online courses are self-paced, come in both a nicotine and a cannabis version, and are intended for any student caught using tobacco/vaping on school campus, or anyone working with students who want to quit.

YVAPE

Youth Vaping Alternative Program Education (YVAPE) is a program available to all public schools in the state of California. Enrolled students participate in telephone counseling sessions, watch short educational videos, and complete discussion questions with their parent/guardian or YVAPE counselor.

Teen Vaping - What Parents and Caregivers Need to Know - This website, created by the TUPE Capacity Building Project, provides conversation starters, information about warning signs, and additional tools to help guide family discussions around vaping.

Teen Vaping - Family Postcards - These postcards, offered in 22 languages, can be shared digitally/online. Also, physical copies can be ordered by the TUPE county coordinator. If you would like printed copies, please contact Ally Constantino (aconstantino@marinschools.org)

Let's Talk and Let's Start Talking Booklets: Available in both English and Spanish, these booklets for parents/caregivers of both middle and high school students give an overview of various substances, review substance use trends specific to Marin County, and include tips for speaking to youth about substances.

Let's Talk and Let's Start Talking Community Discussions : Held throughout the school year in both English and Spanish, these discussions center around youth mental health and underage substance use and feature guest facilitators and topic experts.

Raising the Bar - Parent Toolkit: This toolkit empowers parents to confidently navigate conversations about substance use. The toolkit dispels common myths around youth substance use, offers practical conversation scripts, and provides guidance for hosting safe, enjoyable gatherings.
