About the Credentials Department
The Marin County Office of Education (MCOE) Credentials Analyst serves as a liaison between the districts and the California Commission on Teacher Credentialing (CTC), an autonomous state standards board for the state of California who is responsible for issuing California credentials.
One of the Credentials Analyst's responsibilities is to ensure appropriate assignment of teaching and non-teaching certificated staff.
The Credentials Department supports and assists certificated employees and credential applicants with the following:
- Assisting employing districts with emergency permit options
- Assisting with sub permits
- Counseling individuals with credentialing options
- Transferring out-of-state and out-of-country credentials
Credentials Analyst's Office Hours
The credential meetings provide an opportunity to meet with the Credentials Analyst.
Meetings are on Monday and Wednesday. Please review times and location below. It's also important to review the revised schedule.

California Prepared Teachers
California has a two-tier credential structure. A five year preliminary credential is the first credential issued after an individual meets basic credential requirements. A clear credential is issued when all credential requirements have been completed.

After completing a Preliminary or Clear credentialing program, it is the program's responsibility to recommend the applicant for a Preliminary or Clear credential. It is the applicant's responsibility to follow the directions of their program (i.e.: submit an application to the program for the recommendation) and once the recommendation is submitted, log into their Commission on Teacher Credentialing (CTC) profile to complete the application and pay the application fee. Out of State Prepared Educators
California has a two-tier credential structure. A five year preliminary credential is the first credential issued after an individual meets basic credential requirements. A clear credential is issued when all credential requirements have been completed.

Out of Country Prepared Teachers
California has a two-tier credential structure. A five year preliminary credential is the first credential issued after an individual meets basic credential requirements. A clear credential is issued when all credential requirements have been completed.
The first step of this process is to have a foreign transcript evaluation completed by a Commission approved agency. One must have all degrees and licenses evaluated. This leaflet includes information about the type of evaluation that is required.
The Commission on Teacher Credentialing (CTC) provides a list of foreign transcript evaluating agencies that have been approved by CTC to provide an evaluation of college or university course work completed at an institution in a country other than the United States.

Private School Teachers
California Education Code provides two options for private school teachers to obtain Multiple and Single Subject Teaching Credentials.
All experience must be gained at a regionally-accredited private school.
The application requirements for both routes are provided in this leaflet on the Commission on Teacher Credentialing website.
Earning a CLAD / ELA
The Crosscultural, Language, and Academic Development (CLAD) Certificate or English Learner Authorization (ELA) authorize instruction to English learners. There are a handful of credentials that authorize various types of instruction to English Learners. Please review the Commission on Teacher Credentialing's Serving English Learners Leaflet (CL-622) for more information.
A teacher who is assigned to provide any of the following services must hold an appropriate authorization to provide the instruction to students.
- Instruction for English language development (ELD)
- Specially designed academic instruction delivered in English (SDAIE)
- Content instruction delivered in the primary language
- Instruction for Primary Language Development
There are two options to earn the English Learner Authorization (ELA)/Crosscultural, Language, and Academic Development (CLAD):

If one complete the exams, it’s the educator's responsibility to apply for this authorization. The Credentials Analyst is more than happy to assist with the application. Click on the "Office Hours" tab for her availability.
With the coursework option, once an educator completes the program, the institution needs to submit an online recommendation/application to the CTC. Then it’s the educator's responsibility to log into their CTC profile and complete the application. The Credentials Analyst is more than happy to assist with completing the application.
Teacher Induction (Formerly BTSA)
The Marin County Teacher Induction Program provides a 2-year, high-quality, job-embedded, individualized system of support and development for Teachers.

Adding Authorizations to a Current Credential
There are two broad types of added authorizations for Multiple Subject and Single Subject credential holders:
- Adding a full credential to one's current credential
- Adding a supplemental authorization to one's credential
Adding a Full Teaching Credential
Education Code section 44225(e) and Title 5, California Code of Regulations, section 80499, allow a teacher to obtain an additional general education teaching credential without completing the full professional preparation program for that credential.
This leaflet provides the requirements for one to add additional authorizations to their current Multiple Subject credential or Single Subject credential.
Adding a Supplemental Authorization
Holders of a Multiple Subject or Single Subject credential may add one or more subjects by verifying completion of the following requirements.
Multiple Subject:
- A Supplementary Authorization added to a Multiple Subject or Standard Elementary Teaching Credential authorizes the holder to teach the subject matter listed on the credential in departmentalized classes in grades 9 and below.
This leaflet provides information on adding a supplementary authorization to holders of Multiple Subject credentials.
The Commission on Teacher Credentialing also provides a supplemental authorization worksheet.
Single Subject:
- A Specific Supplementary Authorization added to a Single Subject, Standard Secondary or Special Secondary Teaching Credential authorizes the holder to teach only the subject listed on the credential in preschool, grades K-12, or in classes organized primarily for adults. It does not allow instruction of related or subsumed subjects.
- An Introductory Supplementary Authorization authorizes the holder to teach the subject and those related to it at any grade level (preschool, grades K-12, and in classes organized primarily for adults), but is limited to subject matter content typically included for that subject in curriculum guidelines and textbooks for study in grades 9 and below.
This leaflet provides information on adding a supplementary authorization to holders of Single Subject credentials.

Child Development Permits
There are six Child Development Permits available, and the Child Development Permits Leaflet (CL-797) provides information about each permit's requirements.
To see if you qualify for a Child Development Permit, you're welcome to connect with Iris Marin, ECE Project Supervisor, at imarin@marinschools.org.
This leaflet provides the specific application requirements for each Child Development Permit.
There are three application options. Choose one option:
- Mail a 41-4 paper application with supporting documents to the Commission on Teacher Credentialing (CTC).
- The CTC's address is provided on page 5 of the application.
- Submit an online application and upload your supporting documents.
- The CTC provides application instructions at this link on their website.
- Make sure you have created your CTC profile and completed the CTC live scan (in this order).
- DO NOT submit the application if your "Fingerprint Status" is "Incomplete".
- If your fingerprint status is "Incomplete", contact CTC via their "Contact Us Form".
- DO NOT submit the application if your "Fingerprint Status" is "Incomplete".
- The Marin County Office of Education can submit an online application/recommendation for your Child Development Permit.
- You must first connect with Iris Marin, ECE Project Supervisor, at imarin@marinschools.org.
- She will review your transcripts, advise the permit you qualify for, and provide your next steps.

Universal PreKindergarten (UPK) + Transitional Kindergarten (TK)
UPK will bring together programs across early learning and K-12, relying heavily on Universal Transitional Kindergarten (UTK) and California State Preschool Program (CSPP), as well as Head Start, community-based organizations (CBOs), and private preschool (California Department of Education).
Universal means that by 2025–2026, regardless of background, race, zip code, immigration status, or income level – every child – has access to a quality learning experience the year before Kindergarten.

Certificate of Clearance (COC)
Per the Commission on Teacher Credentialing (CTC), the Certificate of Clearance (COC) is a document issued by the Commission to an individual who has completed the Commission's fingerprint character and identification process, whose moral and professional fitness has been shown to meet the standards as established by law. The COC is not the same as a clear teaching or services credential. The COC does not authorize the holder to provide any instruction or services in schools; its sole purpose is to provide verification that the holder has completed a professional fitness review.
A valid, non-expired COC authorizes the county office to process a completed Temporary County Certificate (TCC). The TCC bridges the CTC's processing time of an application. A copy of the application is required for the TCC.
To apply for a Certificate of Clearance, complete the following steps:
- Create your Commission on Teacher Credentialing (CTC) profile.
- It's imperative the name appearing on your CTC profile is identical to the name on your CTC live scan form.
- Complete the CTC live scan form at a live scan location.
- Once your 'Fingerprint Status' updates to 'Complete', apply for the Certificate of Clearance (COC). The application fee is $52.65.
Renewing One's Credential
A clear credential is valid for 5 years and can be renewed up to 364 days in advance of it expiring.
To check the expiration date of your credential:
- Visit the Commission on Teacher Credentialing website
- Click on “Search for an Educator”
- Click on “Secured Search”
- Type your social security number (format: xxxxxxxxx) and date of birth (format: xx/xx/xxxx) then click on the word “Search”.
- You are now viewing your CTC credential/permit information.
To renew your credential, you will need to log into your account. To login, visit the Educator Login page on the Commission on Teacher Credentialing's website.
The cost is $102.65, and the Commission on Teacher Credentialing accepts Visa, Mastercard, AMEX, or Discover. Once your application is submitted, your renewal will be granted within 14 business days. You will receive an email from the Commission on Teacher Credentialing once your credential is granted.

Updating Information
To update and/or correct your information with the Commission on Teacher Credentialing (CTC), you must completed the 41-NC Form and mail this form with the requested supporting materials to the address on the form. I recommend mailing this form with a tracking number.
Changes may take to 2-6 weeks to be reflected on the CTC's website database.
