Review of 2014-15 Audits
MCOE has completed the review of District 2014-15 Audits Reports and has started the process of resolving audit findings with letters to districts.
Second Interim Reports
Second Interim Reports are due to the Marin County Office of Education on or before March 15, 2016. We will then begin our review.
Marin Schools Insurance Authority (MSIA) Strategic Plan Update
On February 3, 2016, the MSIA Board met to review the two major areas of focus resulting from the Feasibility Study conducted in 2015. The two areas are:
- Exploration of Health Benefit Plan Groups
- Bickmore management will be reaching out to Self-Insured Schools of California (SISC) to begin an inquiry into whether this is a viable option to pursue. California Value Trust (CVT) was also discussed. Because membership in CVT is determined by the collective bargaining agreement between the individual districts and CTA or CSEA, districts who are not represented by either would be not eligible.
- Exploration of other JPAs for Workers Compensation
- The group discussed doing an outreach to other JPAs. MSIA President, Chris Thomas and MSIA Treasurer, Terena Mares will be traveling to Sacramento to meet with Martin Brady, Executive Director for the Schools Insurance Authority (SIA) to review and tour SIA's operations. Bickmore management will be reaching out to other JPAs as well.

Effort to reform the commercial side of Prop 13
A resolution is again circulating as an endorsement of California Senate Constitutional Amendment 5 (SCA 5), legislation introduced by State Senators Holly Mitchell and Loni Hancock to fix an alleged structural flaw in Proposition 13. The "fix" would subject corporations and commercial property to annual reassessments. Links below cite the districts that support the effort to reform Prop 13.
